Hey, i had the exact same issue, even tested if dialogues worked, all fine except disarm/lockpicking, fix for me was simply uninstalling ImprovedUI and ImprovedUI Assets, will attempt reinstalling/updating them now, i completely deleted their files because for whatever reason just having the file seemed to cause the issue for me.
