Just do bounties for 1 day in a 4 group and you will have hundreds of mats after a couple of hours. And if you need hellfire amulet aswell you can do keywardens aswell.

I know primals drop at approximately a 1/400 rate, which does NOT mean getting 400 legendaries guarantees a primal ancient. Statistical anomalies exist, and sometimes one might go through a significant drought of not finding any. All that being said, there IS a switch in the game that controls whether primals are dropped in general.
